To get Torrent in Elden Ring, rest at a Site of Grace in Limgrave until Melina appears and offers you an accord. Accept it and she gives you the Spectral Steed Whistle, which lets you summon Torrent instantly. In most playthroughs, this happens very early near Gatefront.
How to Get Torrent Step by Step

Start the game and reach Limgrave. After the tutorial cave (Stranded Graveyard) you emerge onto the Lands Between. Head toward the first glowing Site of Grace you see — the golden light on the ground.

Rest at a Site of Grace in Limgrave. In most runs, Melina appears after you rest at an early Limgrave grace such as Gatefront, Agheel Lake North, or Agheel Lake South. Once the cutscene triggers, she offers you an accord and begins the process of giving you Torrent.

Accept Melina’s accord. She offers to be your Finger Maiden and take you to the Roundtable Hold. Accept her offer. She gives you the Spectral Steed Whistle as part of this exchange.

Equip the Spectral Steed Whistle. Open your inventory and assign the whistle to your pouch or quick item bar so you can summon Torrent instantly whenever needed. This makes exploration, escaping danger, and mounted combat much easier from the start.

Mount and dismount Torrent. Use the whistle to summon him. Press the jump button while moving to double jump — Torrent can jump twice in the air which is essential for traversal. Use the whistle again or press the dismount button to get off.
